Static CMOS gates are advantageous because they ensure that the output is always strongly driven with no degraded levels. This is due to the fact that nMOS and pMOS transistors are used to pull the output up or down effectively.

Static CMOS gates operate correctly regardless of transistor sizes, which simplifies circuit design. Unlike other logic forms, CMOS doesn’t require careful ratioing of pull-up and pull-down networks.

Static CMOS gates are designed to be inverting because when inputs are high, the nMOS transistors turn on, pulling the output low. Trying to create a non-inverting gate with CMOS results in degraded signal levels, which is why it’s avoided.
